幾日前Techcrunch網站報道,澳洲政府打算立例,加大網上監管範圍,為用戶提供沒有色情及暴力的網絡。
計劃由澳洲通訊部長Stephen Conroy提出。Conroy要求立法規定網絡供應商提供經過濾的清白網,色情、暴力及其他「不恰當」資訊通通被禁。Conroy與剛勝出大選的澳洲總理陸克文(Kevin Michael Rudd)同是工黨出身,陸克文外號又叫「中國通」,熱愛中國文化。現在陸克文領導的政府照抄中國政府監管網絡那套,因此網民諷刺,陸克文的班底果然貫徹愛中國。
計劃表示,用戶如不想只看清白資訊,大可申請用原版上網計劃。不過,有人擔心,萬一法例成真,政府得到申請用原版的網民名單,將會監管名單中網民的舉動。
Conroy硬推法例,辯稱為保護兒童免受色情污染,犧牲言論自由,網民們當然極力抗議,畢竟監察兒童是父母的責任,政府插手可能適得其反,令家長誤信清白網真是清白,對自己的孩子放下戒心,漠視孩子可用黑客技術破解,也可得到資訊。
政府使用權限監察市民每個行為,最後只會扼殺市民言論自由。畢竟恰當不恰當是主觀概念,如香港,hyperlink可入罪,但聖經的情色故事卻是神聖般雙重標準。如果市民任由政府一力擔起道德責任,最後有可能成為政府箝制市民思想的工具。

This piece of writing doesn’t surprise me. From my observation, Australia should be a fertile breeding ground for all sort of controlling policy. Give you an example, most of the train stations in suburb areas do not have ticket machines that bar the entrance of passengers. Only one machine without a bar is available (no staff observing) for huge number of people to validate their tickets voluntarily. The frequency of train is about 25 min. If time is urgent, you rush into a train (no barrier) and don’t want to wait for another 25 min, you will be fined heavily in case a TEAM of CIA like muscular guys patrolling within the train system catches you. Their tickets are prepurchase with zone numbers printed. If you decided to pass from zone one to zone two while you are traveling, too bad – you either need to get off the train, go out the station and then come back with a new ticket or you need to gamble whether the CIA find you in the next zone. ……….. Australian will silently accept this, complaining a little, but generally will think that it is not right not to “buy” ticket. — Generally, Australian has a mentality to be controlled.
